Non-open art in architecture competition with preliminary open application procedure for the artistic design of the town hall of the municipality of Zell (Mosel)
Competition procedure
Following a preliminary open application procedure, a limited number of participants will be selected for the competition procedure (non-open procedure). The
competition language is German.
The selection committee will select a maximum of 10 participants to take part in the restricted competition on the basis of references for the task set.
The application procedure itself is open.
Reimbursement of expenses, realization costs and further processing
Application procedure
Participants in the application process do not receive any compensation.
Competition
The selected participants in the restricted competition procedure will receive a processing fee of € 1,500 (gross) for the timely submission of a design corresponding to the invitation to tender.
In the event of a commission, the total fee will be offset against the amount of € 1,500 (gross) paid as a processing fee.
Realization costs and further processing
Approximately €80,000 (gross) is available for the realization of the artistic design.
This sum includes the artist’s fee, material, production/installation and delivery costs, costs for any necessary planning and construction services, any necessary structural engineering certificates, technical and artistic supervision, etc., as well as all ancillary costs, unless otherwise specified in section 2.4.2.

Task definition
The interior of Zell’s town hall has an open and friendly feel. A mixture of white surfaces, exposed concrete and wood give the interiors a clear, simple and modern appearance. Small seating areas on the upper floors offer opportunities to linger and communicate informally. (…) Public spaces are used for the presentation of art and designed at the same time. The art should formulate an independent contribution to the building task that relates to the architecture and/or function of the building, takes into account the integration into the surroundings and impresses with its artistic quality and expressiveness. In the town hall of the municipality of Zell (Mosel), in addition to its artistic quality and expressiveness, the artwork should also contribute to the acoustic quality within the publicly accessible foyer, corridor and lounge areas. These are predominantly bordered by hard and smooth surfaces, which can result in a relatively high noise level across the floors during daily use. Against this backdrop, an artistic concept is sought for the town hall of the association municipality that has the greatest possible sound-absorbing or absorbing effect on the acoustics of the circulation areas. The extent of the acoustic effect is not investigated by measurement, but is assessed qualitatively on the basis of the properties of the proposed design.
In principle, different types of art are conceivable for this task, such as wall works or hanging objects, installations or sculptural approaches. Fire safety requirements must always be observed. A single work of art at a defined location is just as possible as a decentralized concept in which artistic interventions are distributed to different locations in the building.
