Investitionsbank Sachsen-Anhalt (IB) is to become the central point of contact for funding procedures in the cultural sector. This is provided for in an agreement signed between the State Chancellery and Ministry of Culture and the IB. This means that the IB will be the new responsible approval authority for funding applications under the cultural funding guidelines from the funding year 2026 with an application deadline of October 1, 2025.

contact persons are also named here and the application forms can be found in a timely manner.
All funding areas covered by the cultural funding guidelines will be handed over to the IB. Minister of State and Minister for Culture Rainer Robra welcomes the agreement: “The state of Saxony-Anhalt supports artists and creative people with a variety of tailor-made programs. As a state, we are particularly keen to make our funding procedures as modern, streamlined and transparent as possible. Investitionsbank Sachsen-Anhalt is already responsible for individual programs in the cultural sector and will also successfully administer the new funding programs that have been reliably managed by the State Administration Office to date.” Up to now, responsibility has been with the State Administration Office, which will continue to oversee all ongoing funding procedures until the end.
The State Administration Office will therefore remain responsible for the following cultural funding on a transitional basis:
– Multi-year projects that have already received a funding decision from the State Administration Office beyond the funding year 2025
– all institutional funding in 2026
– all residency grants in the funding areas of visual arts, literature and music in 2026
From 2027, the IB will also be responsible for institutional funding and residency scholarships. With the new procedure, the state is following the law on the establishment of the Investitionsbank Sachsen-Anhalt as a legally independent development bank (IB ErrG) of 15.12.2021, which aims to modernize administrative processes and optimize funding procedures. The IB already acts as the state’s central development bank and specializes in the processing of development programmes in the areas of business, innovation, education, culture, housing and infrastructure, among others. The new responsibility strengthens the IB’s role as a central point of contact for funding matters.
