Postblock South Berlin ministerial use

The historic urban building block in the Postblockareal Süd between the former Berlin Wall, IBA 87, Checkpoint Charlie and Detlev-Rohwedder-Haus forms the last mosaic in the dense Berlin block landscape. The plot to be built on is located at the corner of Wilhelmstraße and Zimmerstraße, 10117 Berlin

The site is divided into two clear blocks: A residential building forms a solid edge to the south, while the ministry is oriented to the north. Both blocks will have inner courtyards typical of Berlin, creating green lungs for both.

The entrance to the ministry building faces Wilhemstrasse, which is given a final setting to complete the ministry ensemble. Strong, parallel spatial edges allow views that focus on the transformer station and the historic post office façade. Towards the south-west, the edge of the block is closed to the intersection.

As part of the construction project “Berlin Postblock Süd, new building for ministerial use and housing”, the client is living up to its building culture claim of implementing the federal government’s sustainable building goals in a special way.

The aim of this part of the art-in-architecture competition is to obtain an artistic design in procedure B for work areas 2 and 3. The works should serve to create an identity and contribute to the artistic enhancement of the location. Artistic interventions that do justice to the location and the task are desired. In addition, artistic positions are sought that reflect contemporary art in the Federal Republic of Germany. A specific theme has not been formulated. It is hoped that the artistic work will respond to the specific architecture and the outdoor area.

Competition procedure

The art on the building will be determined as part of a non-open art competition in procedures A and B with a maximum of 25 artists and artist groups for three designated work areas. The competition language is German.

(A) Cooperative, non-anonymous, non-open invitational competition in two phases for work area 1.

(B) Anonymous, non-open invitational competition with upstream open, non-anonymous application procedures for the following fields of work:

  • Work area 2, general area
    8 participants and 2 successors are sought
  • Work area 3, management level
    5 participants and 2 successors are sought

The participants in Art Competition B will be selected by a selection committee as part of a preliminary open, non-anonymous application process.

Applications for the art competition are only permitted for one of the two areas of work (2 or 3). Applications for both fields of work are excluded.

The art competition is based on the Federal Government’s Guidelines on Art in Architecture (published by the Federal Ministry of Transport, Building and Urban Affairs, 3rd updated edition, September 2012) and the Guidelines for Planning Competitions (RPW 2013), insofar as these are applicable. The competition follows the BImA’s Art in Architecture Standard.
