An extension is to be added to the existing administrative building E of the Rhineland-Palatinate Court of Audit in Speyer. The three-storey extension with a flat roof takes up the alignment of the existing building. It is connected to the existing building via a smaller, slightly recessed structure. The staircase and passenger elevator are located in this structure.
The property itself is located in the Speyer West district. The development of the flat area is essentially oriented towards the eaves along Gerhart-Hauptmannstraße. The existing buildings are an ensemble of buildings from the 1960s. There are residential buildings on the eastern boundary of the site and a school in the immediate vicinity.
The awarding authority would like to see an artistic design in the transition from the existing building to the new building. Various types of art are possible, for example: Installation; painting and sculptural works. The types of art can be combined. The theme between old and new offers numerous possibilities for interpretation. For example, art can separate, mediate, contrast, connect, link, interlock and dissolve. According to the staff survey, the employees of the ACA hope that the art on the building will have a motivating, representative, cheerful and light-hearted character. In the employee survey, particular weight was given to colorfulness, objectivity, abstractness and symbolic content. The employees associate the work of the ACA with the keywords economic efficiency, independence, transparency, accuracy and control. The ACA should preferably be modern, open, transparent, digital and independent for the workforce.
