Reason for and Objective of the Competition
The Free State of Saxony, represented by the state-owned enterprise Saxon Real Estate and Construction Management, Dresden 1 Branch, plans to relocate the police mounted unit to the Stauffenbergallee 18 site for use by government agencies and the police.
The police mounted unit is currently housed in a rented property in Großerkmannsdorf.
The relocation of the police mounted unit to Stauffenbergallee calls for new buildings with various uses as well as associated outdoor facilities.

TO 2 Administrative Building
TO 3 Carport
TO 4 Indoor Riding Arena
TO 5 Horse Walker
TO Carport Weidemann (part of the outdoor facilities)
The buildings will be constructed using sustainable wood or hybrid wood construction methods, featuring green gabled roofs or metal roofing with photovoltaic systems.
In addition to the riding arena, paddocks and pastures for the horses will be integrated into the police property.
A “Art in Architecture” competition will be held to address the artistic aspects of the construction project. This competition is the subject of the call for entries presented here.

The applications received will be formally reviewed by the office overseeing the process. The final selection of the 7 artists, as well as 2 potential alternates who will be contacted in the event that a selected participant withdraws, is made by an external selection committee based on the submitted references (see Section 1.4, Proof of Eligibility). The members of the selection committee who are art experts are not part of the jury.
The selected artists will be notified and invited to participate in the competition. The artists must reconfirm their participation by December 21, 2026; if necessary, the selected alternates will be invited.
Competition
Participation in the competition requires the submission of one competition entry that is ready for implementation.
Submitted entries will be anonymized by the office overseeing the process.
The language of the competition is German.
The competition is conducted in accordance with the “Leitfaden Kunst am Bau” (Guidelines for Art in Architecture), 3rd edition, and follows the 2013 Guidelines for Planning Competitions (RPW).
Eligibility
Only natural persons who are professionally active as visual artists or in visual arts consortia are eligible to participate.
Consortia are considered a single competitor. Each member of a consortium must be eligible to participate.
The members of a consortium agree to maintain the same composition throughout the entire competitive bidding process and, in the event of a recommendation for implementation, until the contract is fulfilled. Consortia must designate an authorized representative.
Members of consortia may not participate in the competition individually or in multiple groups, and thus may not submit multiple entries. Participation by individual members of consortia in more than one consortium is also prohibited and will result in the exclusion of all affected entries (no multiple submissions).
For young artists, the upper age limit is 35 years old. Students are not eligible.
Proof
Proof of professional status must be submitted with the application. Professional status must be demonstrated by submitting a resume and a copy of at least one of the following documents:
- A degree (Master’s/Diploma) in the field of fine arts from an art college
or a comparable institution - Membership in a recognized professional or artists’ association
- Member of the Artists’ Social Insurance Fund
- A list of exhibitions demonstrating a continuous artistic practice in the
field of fine arts
Young artists must, in any case, provide proof of a degree (master’s or diploma) in the visual arts from an art college or a comparable institution.
Selection criterion
Following a formal review of the application forms, the final selection of participants will be based on three mandatory references. At least one of the three references must be a completed art installation in a public space or architectural art. The second and third references may be a self-commissioned work or a competition entry. In addition to the information provided on the application form, the submitted reference projects must be presented and explained in greater detail with text and images (maximum of 2 A4 pages).
With regard to the three references to be submitted, young artists are permitted to submit three designs, competition entries, or completed artworks, regardless of whether they have actually been realized.
The selection of the winner and any subsequent assignment are subject to the participants meeting the eligibility requirements.
